Amendment 10: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
Lesson 11: 1. Both delegated and prohibited are past participles (verbal adjectives). 2. The adverb respectively modifies the prepositional phrase to the States
Apologia pro descriptione mea: The adverb respectively does not modify the preposition to alone, and of course it cannot modify States, a noun. Instead, it modifies the entire prepositional phrase to the States. To show this, one line connects respectively to to, and another line connects it to States.
